The Tibet Frontier Pass, also known as the Tibet Border Permit, is an additional document required for travel to designated border-management areas of Tibet. It is particularly important for travelers visiting Mount Kailash, Lake Manasarovar, Everest Base Camp, Gyirong, Zhangmu and other areas close to the international borders with Nepal, India and Bhutan.
The Frontier Pass is not the same as the Tibet Travel Permit. A foreign traveler may need both, depending on the itinerary. There is also an important 2026 update: Tibet introduced an electronic Border Administration Area Permit system for eligible applicants in April 2026, but foreign nationals, Hong Kong and Macau residents, Taiwan residents and several other categories cannot currently apply online and must use the offline application process.
In addition, as of August 28, 2026, issuance of electronic border-management-area permits for Shigatse City has been temporarily suspended following a major landslide at the Nepal side of Gyirong Port. The suspension is temporary, and the Chinese National Immigration Administration says a reopening notice will be issued separately.
For this reason, travelers planning a Tibet–Nepal border journey should have their route and permit status checked immediately before departure.
What Is a Tibet Frontier Pass?
The Tibet Frontier Pass is an official border-area travel document used for access to designated border-management areas of Tibet. In practical terms, the permit is used to authorize travel into designated border areas rather than simply allowing entry into Tibet as a whole. For example, a traveler visiting Lhasa normally does not need a Frontier Pass. A traveler continuing to Mount Kailash or Lake Manasarovar, however, may need one because these destinations are located in western Tibet near international borders.

- Foreign travelers: Frontier/border permits are handled offline through the Tibet travel agency according to the approved itinerary.
- Mainland Chinese citizens: Eligible residents can use the electronic Frontier Pass system through 12367 from April 15, 2026.
- Important: Requirements can vary by county, route and current border controls. For foreign travelers, your agency should check the complete itinerary and arrange all required permits before departure.

Frontier Pass for Mount Kailash and Nepal–Tibet Routes
For foreign travelers, the Frontier Pass (Border Defense Permit) is an important document for certain Mount Kailash, Ngari and Tibet–Nepal border routes. Requirements depend on the exact itinerary and current border regulations.
Mount Kailash
Mount Kailash and Lake Manasarovar are in Burang County. The permit is connected to the sensitive border location of western Tibet. Even though the normal Mount Kailash pilgrimage does not involve crossing into Nepal or India, the route travels through designated border areas.
Nepal–Tibet Overland Routes
For routes such as Kathmandu – Gyirong – Shigatse – Lhasa or the reverse, travelers must meet both international border-crossing and Tibet travel permit requirements. The Frontier Pass is separate from immigration procedures. Depending on the route, travelers may need:

Frontier Pass Processing Time
The Frontier Pass itself can often be processed relatively quickly. However, the complete Tibet permit package for Mount Kailash or Ngari takes longer because additional permits may be required.

The Frontier Pass application itself may take around 30–60 minutes to several hours in some cases, but this should not be confused with the processing time for all required Tibet permits. For Mount Kailash and Ngari, additional permits such as the Military Area Entry Permit can take significantly longer. Therefore, early preparation is strongly recommended.
Who Arranges the Frontier Pass?
For foreign travelers, the Frontier Pass is normally arranged through the Tibet travel agency organizing the tour. The agency checks your itinerary, identifies the required border and travel permits, and coordinates the applications with the relevant authorities.
