The Alien’s Travel Permit for Tibet is an additional travel document issued by the Public Security Bureau (PSB) for foreign travelers visiting certain restricted areas of the Tibet Autonomous Region. It is important to understand that the Alien’s Travel Permit is not the same as the Tibet Travel Permit. The Tibet Travel Permit is the primary document required for foreign travelers to enter Tibet, while the Alien’s Travel Permit applies only when your itinerary includes destinations where the additional PSB authorization is still required.

The rules changed significantly in 2025. From June 4, 2025, several popular tourist routes were removed from the Alien’s Travel Permit requirement, including major routes in Nyingchi, Shigatse, Shannan and the regular G318 Sichuan–Tibet route. However, Ngari, Nakchu and some remote or restricted counties remain subject to additional permit requirements in 2026.

Because permit requirements depend on your exact itinerary, foreign travelers should have their route checked by a licensed Tibet travel agency before departure.


What Is the Aliens Travel Permit?

The Alien’s Travel Permit (ATP) is a document issued by the Public Security Bureau (PSB) for foreign passport holders traveling to certain restricted areas of Tibet. It is commonly called the PSB Permit Tibet because the Public Security Bureau is responsible for issuing it.

The permit is different from the Tibet Travel Permit (TTP). The Alien’s Travel Permit is an additional permit that applies only to specific restricted destinations. The key point for travelers in 2026 is that you do not automatically need an Alien’s Travel Permit simply because you are traveling outside Lhasa. Several major tourist routes have been exempted from the requirement.

Who Needs an PSB Permit?

The Alien’s Travel Permit is relevant to foreign passport holders whose itinerary enters areas that still require PSB authorization. For ordinary foreign tourists, the permit is handled as part of an organized Tibet tour rather than as an independent application. Foreign travelers visiting Tibet must arrange their journey through an authorized Tibet travel agency, and the agency checks the permits required for the complete itinerary.

In 2026, travelers are most likely to need an Alien’s Travel Permit when visiting:

  • Ngari Prefecture, including Guge and Tirthapuri
  • Certain remote counties in Nagqu: Shenza,
  • Certain restricted areas of Qamdo
  • Some remote or border areas that remain classified as restricted for foreign travelers
  • Other destinations where local authorities still require PSB authorization

The exact requirement can change according to the destination, route and current administrative rules, so a permit check should always be made before the tour is finalized.


Which Areas Require an Alien’s Travel Permit?

This is one of the most important points for travelers planning Tibet in 2026. The rules were significantly relaxed on June 4, 2025, removing the Alien’s Travel Permit requirement from several major tourist routes. Current 2026 information from Tibet travel operators indicates that the following popular corridors generally no longer require the separate PSB permit:

Do You Need an Alien’s Travel Permit for Everest Base Camp?

The standard tourist route to Mount Everest Base Camp is no longer required aliens travel permit. That does not mean you can travel independently to Everest. Do You Need an Alien’s Travel Permit for Mount Kailash?

No, the Alien’s Travel Permit is not compulsory for Mount Kailash and the Manasarovar region. Mount Kailash is located in Purang County, in the far west of Tibet near Lake Manasarovar and the borders with Nepal and India. Because Ngari is a sensitive and remote border region, a Mount Kailash itinerary normally requires more documentation than a standard Lhasa tour.

For an international traveler visiting Mount Kailash, they need following documents:

  1. Chinese visa or China free entry Visa
  2. Tibet Travel Permit
  3. Military Permit
  4. Frontier/Border Pass

How Is the PSB Travel Permit Obtained?

Foreign travelers generally do not apply for the Alien’s Travel Permit independently. Instead, your Tibet travel agency and local guide arrange the permit according to your itinerary.

How Long Does the Application Take?

The processing time depends on the type of permit and the destination. For the Alien’s Travel Permit itself, current travel-agency guidance indicates that when it is required and processed locally, it can often be completed relatively quickly. The application as normally taking fifteen minutes and notes that the original passport and Tibet Travel Permit are used for the application. However, travelers should not plan their entire Tibet trip without Alien’s Travel Permit.

The Tibet Travel Permit and other restricted-area permissions can require considerably more advance planning. This is particularly important for Guge and Ngari, where Military Permit and other approvals can take longer. Current 2026 guidance recommends allowing several weeks for the complete permit process on western Tibet itineraries.
