That change should not be confused with the Military Area Entry Permit. A route can be exempt from the Alien’s Travel Permit and still require another form of border or military authorization. For this reason, the complete itinerary—not simply the destination name—determines the permit package.
Does Mount Kailash Require a Military Permit?
